In efforts like this, the integrity of data must also be preserved – much like the “chain of evidence” in a legal case.
The sources for data need to be authoritative and reliable. To accomplish this, I will be writing to established organizations that 1) advocate for equality and equity and 2) stand against discrimination and suggesting they acquire the EEO-1 data and store it themselves. The data would, ideally, transfer directly from the EEOC web site to the organization network. The organization would then serve as an unofficial steward of the datasets. Official or unofficial, the “chain of evidence” would be clear; the organization could verify the integrity of the data – for their own use and beyond if they choose to share.

Spread the word. Share this information with organizations you’re affiliated with and encourage them to download these datasets directly.
I recommend storing 2 identical sets of the data – one to serve as a backup, the other to be used as deemed needed (e.g., for analysis or reporting).
